Brainerd Zoning Code Update

SHC worked with the City of Brainerd to restructure the zoning code to minimize repetition and emphasize character areas. During this process, the City identified key regions to transition into form-based districts, focusing on form, scale, and massing to strengthen the character of its downtown and traditional neighborhoods. The resulting hybrid code, which was reduced by over 75 pages, consolidated the number of zoning districts, and aimed to promote economic development and investment in the community.
